Payroll checks every approval on the server. A button you cannot use is either not shown or refused with a reason.

Who is the preparer
The preparer is whoever last calculated the run. If an approver calculates a run again, they become its preparer and someone else must approve it.
Approval through Core's front door
When Payroll is connected to Core's front door, the approver confirms with their own sign-in. Payroll accepts the approval only for that run as it stood, only once, and only for a short time.
