Skills, skill sets and required levels

How a job description says which skills the role needs, and at what level.

Updated 31 October 2026

Competency scales

Every skill is measured on a competency scale. The default scale has five levels:

LevelNameMeaning
1AwarenessKnows what the skill is and why it matters; needs guidance to apply it
2BasicApplies the skill to routine tasks with some support
3WorkingApplies the skill independently to the usual range of work
4AdvancedHandles complex or unusual situations and guides others
5ExpertRecognised authority; sets direction and standards for others

Your organisation can add other scales. On a draft's Skills step, What the levels mean lists every scale.

Skill sets

A skill set is a group of skills, each at the level the library says it needs: for example Core Digital Skills in the sandbox. Ticking a set on a draft brings in all its skills at those levels.

Role-specific skills

These are skills the role needs beyond its sets, each with its own required level. A skill already in a chosen set is not offered again.

When a set changes in the library

A draft keeps each set as it was when it was added, and a published version never changes. If HR changes a set later, the draft marks it changed in the library, and the version's page says A skill set on this draft has changed in the library. Choose Use the library's current sets to take the new version. Renaming a skill, or a level of its scale, counts as a change.
